Served as the chief negotiator, in collaboration with the California Department of Human Resources, to secure binding agreements with represented labor unions. Led comprehensive task group studies focused on labor and management issues. Investigated, responded, and resolved grievances encouraging collaboration and problem resolution. Developed and presented the company positions at arbitration and unfair labor hearings and advocated positions to the labor union, Public Employment Relations Board, and the Department of Personnel Administration. Ensured and maintained a competent and trained management staff in the areas of labor relations and MOUs.
