Daily Duties at Maryland Office Of Preparedness & Response:
Coordinated regional coalition activities and projects to ensure the integration of Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) activities, assuring regional alignment with the Capabilities Preparedness Guidelines as established by the Assistant Secretary of Preparedness and Response (ASPR). Drafted the grant application for the regional Hospital Preparedness Program with responsibility for managing awards in excess of $800,000 for the region. Performed comprehensive research, review, and analyses on a variety of public health-related management and preparedness issues. Reviewed and commented on technical reports related to public health and medical preparedness and response and continuity of operations activities. Analyzed and evaluated issues, methods, and techniques for assessing program development and execution and improving operational efficiency. Conducted preparedness and risk assessments for the assigned region. Made recommendations to improve and/or overcome shortfalls and deficiencies and formulate alternative courses of action for the resolution of complex regional public health preparedness issues. Performed quality checks to ensure compliance with The Joint Commission goals and objectives and to assist in preparation for surveys. Provided guidance on emergency planning, including continuity, and preparedness initiatives and activities. Supported the development, organization, and implementation of functional short- and long-term goals related to new program capabilities. Assisted participating partners with identifying and selecting regional projects and purchases; developed, provided oversight, coordinated and managed new initiatives, special activities and programs impacting regional public health preparedness. Assisted regional partners in conducting risk and needs assessments. Tracked progress on projects using multiple tools and applications. Evaluated contractor's ability to produce required services and assure compliance with planned schedules. Coordinated training events in the region to address areas of need identified in risk assessments, gap analyses and improvement plans (with continuity serving as a core component in the plans and throughout the planning process). Collaborated with participating regional stakeholders to design, conduct, and evaluate tabletops, drills, and other exercises in accordance with Homeland Security Exercise Evaluation Program (HSEEP) guidance. On a rotating basis, served as agency representative to the State’s Emergency Operations Center (EOC) and required to have a presence on WebEOC during any event. Tracked progress toward regional preparedness goals and objectives, assuring timely completion of all regional projects within budget. Developed a regional spending plan to ensure appropriate allocation of funding and resources; researching, facilitating, tracking and monitoring procurement activities and expenditures; ensured that expenditures matched and that plans and requests for redirection or modifications were addressed. Evaluated vendor and contractor's ability to produce goods and/or services and ensured compliance with planned delivery schedules. Obtained bids, quotes, and cost proposals. Conducted comprehensive research, review and analyses on a variety of public health-related management and preparedness issues. Performed independent reviews and made recommendations involving acquisition criteria, methods, techniques, and procedures for equipment and supplies. Tracked and monitored inventory; replenishing as appropriate. Monitored the regional allocation of monies and resources. Reviewed and commented on sub-awardee grant applications. Collaborated closely with regional participating healthcare partners and existing coalitions to implement the Office of Preparedness and Response (OP&R) defined HPP priorities and projects. Ensured regional integration of preparedness planning, exercise, response and recovery activities. Served on the OP&R Response Team during all drills, exercises, and real-world emergency events; representing the agency at a designated Emergency Operations Center (EOC) when needed. Lead and coordinated support to ensure completion of public health-focused risk assessments and hazard and vulnerability assessments (HVAs). Drafted and presented progress reports detailing successes and identifying obstacles to successful completion of emergency preparedness related projects, tasks, and activities. Drafted, prepared and submitted procurement requests, requests for proposals, memorandum of understanding and/or memorandum of agreement and other necessary documentation as needed. Disseminated information on Hospital Preparedness Program (HPP) initiatives to regional healthcare partners.
