Daily Duties at Maryland Department Of General Services:
Develop and manage a decentralized, comprehensive health and safety program. Supervise and oversee the work of technicians, service and inspection contractors responsible for maintenance, repairs, installation of life safety equipment and systems and environmental health activities. Implement the provisions of the Occupational Safety and Health Administration Act as an important concern in applying safety/industrial health criteria in the workplace. Convey policy and concepts to technical and non-technical managers, project partners, and other stakeholders. Guide tenant agency in developing a variety of continuity-related policies and plans; research and interpret continuity plans, policies, and directives; facilitate and provide input into the development of organizational strategic and operational plans. Implement and enforce Federal and State Safety and Occupational Health principles, practices, regulations, and standards including National Fire Codes; making recommendations necessary to prevent recurrences of unsafe working conditions; providing solutions to management for safety and health problems encountered in areas of the complex; investigating incidents involving damage to persons and State property. File initial Workers Compensation Claims, interview staff and take witness statements. Work with the Injured Workers Insurance Fund (IWIF) claim adjuster to facilitate resolution of claims. Follow up on issues regarding environmental health; oversee asbestos abatement and mold remediation and employee medical monitoring and compliance under the State's Asbestos Program. Coordinate, implement, assess and evaluate training for multiple shops. Monitor, track, and manage expenditures and contracts based on budget allocations for health and safety. Complete and submit project justifications to obtain funding for capital projects; ultimately managing those projects in collaboration with design and construction staff. Provide scope of work and technical components of all contracts related to life, health and safety. Collaborate with procurement and other agency entities in the bidding process for relevant contracts and proposals for services and equipment. Analyze and evaluate issues, methods, and techniques for assessing program development or execution and improving organizational efficiency. Track progress on projects using multiple tools and applications. Evaluate the contractor's ability to produce the required services and ensure compliance with planned schedules. Obtain quotes, bids, and cost proposals. Draft and implement agency emergency preparedness and evacuation plans and assist all tenant agencies in the drafting of their plans; planning and conducting subsequent drills. Collect data from various sources in order to develop reports. Coordinate, plan, oversee and participate in all drills/exercises. Provide oversight of the functioning, maintenance, and repairs of the fire alarm and sprinkler systems for State buildings in the Annapolis Capitol Complex. Draft and implement Standard Operating Procedures and train relevant staff. Perform independent reviews and make recommendations involving acquisition criteria, methods, techniques, and procedures for equipment and supplies. Obtain, submit, and monitor bids, cost proposals, and quotes for materials, supplies, and services related to life safety. Assist with other capital projects and program development as requested or necessary.
