Daily Duties at Us Dept Of Energy:
As the Chief of Safety, Health and Quality (SHQ), I directed and provided vision for an interdisciplinary team responsible for safety and health and Quality Assurance of the Pantex contractor and Federal personnel and plant products associated with nuclear safety management programs. These functions entailed evaluating, reviewing and ensuring that the plant safety, health and quality (SHQ) Programs were compliant with applicable OSHA and other Federal and State of Texas laws, rules or regulations and best industry management practices. These duties included participation in budgets, Standards Based Compliance and Integrated Safety Management. I played a leading site role in development of the DOE Federal regulations for both Worker Safety and Health (10CFR851) and the Beryllium Rule (10CFR850) and their implementations. I initiated multiple process improvements related to OSHA, DOE, DOT and State of Texas occupational safety requirements. As part of the monthly and quarterly contract reviews, site projects for research and development capabilities and programs and budgets were reviewed for technical content and cost, schedule and scope progress. I built a strong rapport with local union leadership. I routinely briefed management status on initiatives related to DOE-wide safety and health issues and operations to DNFSB, Pantex Citizens Advisory Board, Dept. of Labor (DOL), National Institute of Occupational Safety and Health (NIOSH), senior DOE Managers from the DOE Offices for Environmental Management, Environment, Safety and Health, and Defense Programs) and other stakeholders. On my watch, the agency was in an intense period of developing and implementing a number of safety and health programs while the site was experiencing a significant change in contractors. During this transitional time at the site and within the DOE, I led a number of key successes, which included: 1) The site going from "worst to first" in all of DOE for Occupational Illness/Injury Rates while transitioning across a major M&O contractor change at the site; 2) Providing hands-on safety and health management in how the site responded to the events from the 9/11 national tragedy; 3) Standing up a new program and process connected to the DOE Energy Employees Occupational Illness Compensation Program Act (EEOICPA) and working with the unions (local and national) to investigate circumstances related to prevention of future injuries; 4) Implementing a complete makeover in the site Safety Culture; 5) Helping DOE Headquarters overhaul its personnel safety regulatory structure and codify it; and 6) Achieving these efforts while still meeting aggressive mission goals.
