Daily Duties at Us Dept Of Energy:

Concurrent with my responsibilities as Director, Office of Nuclear Facility Safety Programs, in December 2015, I was assigned responsibility as the Acting Director, Office of QA. These added duties entailed directing and providing vision for an interdisciplinary team of individuals responsible for developing and establishing requirements and maintaining DOE nuclear facility safety programs in the following functional areas: QA policy and directives for both nuclear and nonnuclear facilities, DOE QA Council, Commercial Grade Dedication, Suspect/Counterfeit Items, Software Quality Assurance, DOE Software Registry for nuclear facility safety qualified usage, Air & Gas requirements for High Efficiency Particulate Air (HEPA) Filters, management of a commercial HEPA Filter inspection contract used for all DOE facilities, and management of the full QA budget. As AU-32 Office Director from January 2012 to July 2016, I directed and provided vision for an interdisciplinary team of engineers/scientists responsible for developing and establishing requirements and maintaining DOE nuclear facility safety programs in the following functional areas: general facility safety (nuclear and non-nuclear), packaging and transportation safety, natural phenomena hazards (NPH), fire protection, Readiness Review programs, and facility representative and safety system oversight programs. I oversaw the development of training rules, DOE Orders, technical standards and handbooks related to the selection, qualification and training of nuclear facility personnel. I provided direct support for nuclear safety as the Alternate AU-1 management representative for the DOE Federal Technical Capabilities Panel that ensures that all DOE Federal nuclear personnel have the appropriate training and qualifications for the work across all aspects of DOE. Another important aspect of my work was to address DNFSB recommendations. Highlights include facilitating closure of three Defense Nuclear Facilities Safety Board (DNFSB) recommendations, co-chairing a joint NRC/DOE panel on flood hazard analysis, and hosting the September 2012 DOE International Nuclear Safety Workshop (related to the Fukushima tsunami/earthquake), the annual DOE Facility Representative workshops and multiple DOE Nuclear Material Packaging workshops, where lessons learned and training were provided on a wide swath of nuclear safety topics. I provided oversight to collaborations with DOE Headquarters Program Offices and Field Offices, DOE Energy Facility Contractors Group (EFCOG), the Nuclear Regulatory Commission, and professional engineering societies to foster continuous improvement and nuclear safety excellence. In addition, I ensured my office provided high quality, customer-oriented assistance that enabled improved DOE program and field implementation of nuclear safety management, facility representative and safety system oversight programs. Examples of assistance level activities include participating in site-level reviews in our functional areas and providing expert-level advice on implementation for both DOE and interagency efforts on nuclear facility safety matters. I ensured my staff provides appropriate monthly manning support and leadership for the DOE Emergency Operations Center that manages the Duty Officers within all of the Office of the Associate Under Secretary for Environment, Health, Safety and Security (AU-1). In addition to fulfilling the technical aspects of the job and periodically acting for the Director of the Office of Nuclear Safety, I provided a "calming influence" and site-level perspectives for the entire AU-30 office and frequently met with other AU-30 staff to clarify "big picture" objectives and office vision to ensure that the work gets done, whilst staff stay motivated to produce high quality work products within AU-30 budgetary levels for contracts with private sector contractors and DOE national laboratories. All of these activities improved both policy writing and field implementation.
