Daily Duties at City Of Greensboro:

Provided critical legal guidance to City Council, City Manager and Department Heads across numerous practice areas. Served as a key strategic planner, adviser and liaison. Implemented City Council’s and Manager’s vision and directive. Managed departmental legal resources including seven staff attorneys, five paralegals and assigned administrative staff. Thomas D. Carruthers -Page 2- Developed and pursued legal strategies for the City. Responsible for determining best use of both in-house and outside counsel to represent the interests of the City (including the Greensboro Police Department) in litigation and other legal matters. Experienced in mediation and in Administrative Law. Litigated on behalf of the City. Researched complex legal issues. Drafted, analyzed, and reviewed legal opinions for City. Issued advisory opinions.
