Daily Duties at U.S. Department Of Homeland Security :

Designed, advocated and implemented multi-billion-dollar DHS spend emphasizing on performance, price, total life cycle management costs, small business participation, and vendor access. Worked closely with Congress and agency leaders. Key Achievements: • Promoted to the Deputy Director, Office of Strategic Sourcing Programs, role in 2010: Provided expert guidance/technical advice to senior Agency managers. Led, managed, and supervised 8 senior acquisition staff and all office operations. Led cross-functional teams through Strategic Sourcing Process for DHS-wide products and services. Consistently achieved significant savings through detailed commodity strategies and business case development. Business leader and Contracting Officer’s Technical Representative for Strategic Sourcing Program Office support contract. • Changed DHS-wide procurement of goods and services by leading assertive, persistent, focused implementation of 42 Strategic Sourcing contract vehicles that generated $1.3B+ in agency-wide cost reductions/savings through DHS Strategic Sourcing Program, FY2005 through FY2011 ($336M in FY2011 alone). Chosen by new Director to lead implementation of Total Cost Ownership strategy, 2009. Led the way with executive-level presentations, influencing key stakeholders and building consensus for sponsorship on all Federal Strategic Sourcing Initiatives. Shared lessons learned and best practices with other federal agencies’ teams. Resolved/overcame numerous roadblocks, overcame objections and secured consent of all participants, strengthened corporate identity among DHS Components, and made DHS operations more business-smart and efficient. • Made DHS a recognized agency leader in Strategic Sourcing, with total program savings expected to reach $3B over next five years. In FY 2011, DHS strategically sourced $2.8B, about 12 percent of total FY2011 obligated dollars. Achieved 100%+ increase in DHS spend through Strategic Sourcing contracts since 2009, realizing 40% rise in associated annual savings. • Winner, 2011 ThinkEfficiency Campaign: Submitted two of five winning ideas chosen from 1,600 proposals agency-wide for 2012 implementation as DHS Efficiency Review (ER) initiatives. Proposed that DHS leverage its buying power to purchase commonly used items, such as intelligence services, fleet management, and aviation parts, potentially saving tens of millions of dollars. Invited to join the President for November 2011 Oval Office signing of new Executive Order promoting efficient spending. Introduced by the President: “Celeste works at the Department of Homeland Security, and she’s helping save taxpayers tens of millions of dollars by changing the way the Department buys goods and services.” • Received “Office of Federal Procurement Policy 2009 Certification of Appreciation Award” for leadership in the Strategic Sourcing Community of Practice and contributions toward achieving Federal government-wide savings, life cycle value, and increasing socioeconomic participation.
