Selected as the Chief Contracting Officer for the National Geospatial Intelligence Agency (NGA) Base Realignment and Closure (BRAC) new construction project, ensuring project delivery on-time and under budget while providing contracting leadership and management oversight for Army Corps Southern Region projects Contract Value: Approximately $2 billion; Contract Vehicle: Fixed-Price Incentive (Successive Targets); Contract Size: Approximately 160 government and 1440 contractors; Warrant Authority: Unlimited; Direct Reports: 7 • Provided policy and contract compliance decisions to contract specialists, functional chiefs, and prime contractors for technical and administrative matters, preventing violations of government regulations, enforcing contract guidelines, and meeting contract terms • Reviewed and approved more than 8, 000 consents to subcontract and 63 contract modifications totaling in excess of $170 million • Developed the acquisition strategy for the infrastructure (roads and bridges) contract that mitigated potential traffic problems associated with 9000 NGA employees moving into the Springfield, VA area • Simultaneously maintained contract authority for all projects within the Fort Belvoir Integrated Program Office and NGA Integrated Program Office Southern Region jurisdiction • Developed a construction risk mitigation strategy that effectively transferred insurance liability to the contractor by utilizing the contractor controlled insurance program (CCIP) and subguard insurance mechanisms • Delegated authority to 10 construction project managers as Contracting Officer Representatives (COR), ensuring proper vetting of representatives responsible for technical compliance of construction requirements • Created a developmental process that enables construction project managers to effectively learn contracting regulations and procedures in an effort to transition to a contract specialist role
