Daily Duties at Technical Systems Integration Inc:

• HR Business Partner – Responsible for all HR functions, including strategic planning, organization development, talent acquisition, training and development, benefits administration, employee relations, and performance management. Reduced turnover by 50%, trusted member and advisor of the senior leadership strategic planning team, lead corporate projects teams for implementation of HRIS, ATS, employee self-portal modules, reward and recognition programs, and policy development/updates. • Talent Acquisition – Led complex recruitment assignments that required creative applications of knowledge to specific recruitment challenges. Worked with proposal team and hiring managers to develop position descriptions. Sourced appropriate candidates through internal and external networks, industry events, TSI’s internal recruitment database and online electronic resources. Followed standardized processes to screen and select the best candidates, ensuring compliance with all governmental and client employment specifications. Facilitated decision-making by hiring managers in order to meet hiring deadlines. Assisted proposal teams developed appropriate staffing plans according to proposal requirements. Negotiated candidate salaries, benefits and allowances within proposal budget constraints and client regulations. Ensured that all staffing documentation submitted with proposals complies with donor specifications (including letters of commitment, references, due diligence, and other proposal documents). Re-wrote candidates’ CVs to address qualifications required for roles specified in proposals; provide other writing inputs to proposals, as needed. Redesigned staffing process to reflect best practices and OFCCP requirements. Implemented Taleo Applicant Tracking System (ATS) to support the new process. By partnering with hiring managers, reduced time to fill by 35% from 2009 to 2010. Established strong community hiring strategies, with rapid ROI for military veterans and minority outreach program. • Benefits and Payroll - Managed all aspects of health and welfare plans. Collaborated with vendors and negotiated favorable contract agreements to enhance company benefit and programs services that reduced healthcare cost by 20%. Recovered $25,000 in annual premiums from audit of medical plans for late terminated employees. Reduced employer cost of 401(k) plan by $15,000 while simultaneously improving employee investment options. Led all facets of the annual benefits renewal process which included plan design, proposal analysis, and development of communication tools. Provided leadership and oversight of the company’s payroll processes by implementing new payroll policies, procedures, workflow changes, and internal controls. Reduced payroll department error rate from 10% per payroll to less than 1% annually within 12 months. • Compliance – Developed, implemented, and trained managers on risk-based compliance programs to include SCA, OFCCP, Affirmative Action, VETS 4212, EEO-1, Ethics Programs, Federal, State, FMLA, Workers Compensation, and FLSA. Successfully lead organization through two OFCCP audits with zero discrepancies. • Employee Relations – Investigated and conducted more than 50 cases involving a variety of employee relations issues. Developed team building and conflict resolutions to reduce grievance charges by 25%. Implemented confidential employee complaint hotline.
