Daily Duties at Houston Advanced Research Center:

Manager of the Texas Environmental Research Consortium (TERC) air quality program supporting Texas state compliance with the US Clean Air Act. Responsibilities included: o Budgeting over $20 million of Texas state and US federal funds; o Writing strategic plans and science synthesis reports identifying gaps in critical knowledge, new capabilities, and required strategies; o Organizing and presenting at public meetings, workshops, and conferences; o Collaborating with Texas Commission on Environmental Quality (TCEQ) and EPA Region 6 in providing input to ozone State Implementation Plan; o Maintaining relationships with and resolving conflicts among stakeholders (government, industry, researchers, environmental NGOs, civic groups); o Managing external contractors (universities, national labs, consulting firms); o Assigning work to project managers, and supervising the work of technical support staff, including mentoring, training, and performance evaluation; o Tracking and enforcing timetables and deliverables; and reviewing reports; o Leading projects with major regulatory impacts and/or public interest; o Planning and implementing multi-million-dollar field experiments. Wrote successful proposals and served as Principal Investigator for multiple air quality and clean energy projects serving various non-TERC clients, including the Electric Power Research Institute, the Western Energy Alliance, and the Environmental Defense Fund. Developed and applied new modeling, monitoring, and data analytics tools for operational application at upstream and downstream petrochemical industry sites, e.g. o A micro-scale 3D air quality model for use in permitting and compliance, o Computer Aided Tomography based on remote sensing, o A mobile laboratory for real time ambient air monitoring, o Google Maps/Earth-based Web portal for Houston air quality data mining.
