• Integrated best practice adult learning theory and curriculum design (ADDIE Model) to analyze, design, develop, implement and evaluate various soft skills and technical training programs used for the professional development of Palm Beach County (PBC) Board of County Commission (BCC) and PBC Clerk & Comptroller employees. • Collaborated with Human Resources experts/SMEs to create curriculum and design courses for New Employee Orientation and On-boarding, Training for New Managers & Supervisors(non-technical & technical); Performance Impact Human Resources (HR) system used by management to evaluate and measure employee job performance; Kronos Workforce Central (Time & Labor Management), People Soft 9.0 HR (Employee Self-Service (ESS); Manager Self-Service (MSS) and Finance (including People Soft 9.0 Punch Out Shopping Cart feature for Procurement; Banner HR and Finance for human resource and budget; CGI Advantage Financial for budget and procurement; Microsoft Office Word, Excel and Power Point applications (for desktop application training.) (Leveraged People Soft’s UPK Tool (User Productivity Kit) to analyze, design, develop, implement and evaluate interactive courseware for on-line delivery to @ 850 employees.) • Optimized blended learning and training solutions (web-based training (WBT), computer-based (CBT) and instructor-led (ILT)) to analyze, design, develop, implement, evaluate and deliver interactive on-line training courseware for Kronos Workforce Central and Advantage Financial Procurement training. (Leveraged Captivate authoring tool to create courseware with user interaction and voice-over.) Training delivered to over 700 Kronos and Advantage application system end-users. (Course examples included: On-line tutorials for Time Reporting and Approval, Entering Requisitions, Purchase Orders, and Receivers.) (Can provide demos.) • Optimized blended learning and training solutions (web-based training (WBT) and instructor-led (ILT)) via use of Microsoft Word and Power Point to analyze, design, develop, implement, and evaluate interactive on-line training courseware for Advantage 3.9 Vendor Self-Service (VSS) application for Palm Beach County Purchasing Department (2013). VSS On-line training courseware was delivered and deployed to @14,000 purchasing vendors. (Can provide examples of content.) • Managed and facilitated instructor-led (ILT) classroom training for Palm Beach County Board of County Commission (BCC) and Clerk & Comptroller employees and end-users of County’s Financial, Human Resources and Payroll ERP Systems (Advantage Financial 3.9 & People Soft 9.0). End-user community consisted of over 1,800 employees trained to effectively and efficiently apply “best practices” necessary for processing human resources, accounting, purchasing, payroll and inventory transactions which affects the County’s multiple billion dollars annual budget in revenue and expenditures. • Designed, developed, implemented, coordinated and managed an on-line learning program (e-Trax) of 300+ courses for Clerk & Comptroller employees. Over 200 Clerk & Comptroller employees/learners benefited from participation in the 24 X 7 learning strategy and use of technology to enhance learning both personally and professionally. The new and innovative asynchronous approach, leveraging the use of technology provided an avenue for distance learning and saved the organization thousands of dollars and training hours in comparison to cost for a traditional, synchronous learning solution. • Partnered with product vendor (AMS/CGI) for Advantage Financial; assisted in the implementation process for migrating the County financial system from a mainframe system (LGFS:1989-2003) to a web-based system (Advantage Financial: 2003-2013.) Served as project leader for curriculum analysis, design, development, implementation, evaluation and deployment for end-user training for @ 700 users. • Partnered and collaborated with product vendor (Oracle and Trans America) for People Soft ERP system in the implementation process for migrating from the Banner Finance system to People Soft. As project leader for end-user training content development, managed process for internal functional cross-team coordination for curriculum analysis, design, development, implementation, evaluation and deployment for classroom instructor-led, computer-based (CBT) and on-line end-user training. Internal functional cross-teams included Financial, Human Resources, and Procurement teams. • Managed and coordinated a continuing education program (CPA Report) designed for accountants and fiscal staff who require CEU credits for professional development and certification. Course delivered via classroom, instructor-led and web-based training; offered quarterly to internal BCC, Clerk & Comptroller, external PBC School Board and PBSO (Sheriff Office) accounting staff. • Managed and performed administrative functions required for Learning Management System (LMS) system (Pathlore & Sum Total) administrator and subject matter expert on the solution for stakeholders and end-users. Leveraged solution to launch, manage, record and track end-users’ training activity and history for soft skills and technical training courses. • Coordinated and managed the collection and preparation of quantitative and qualitative data required for reporting training metrics on user/learner performance and activities.
