Daily Duties at Commonwealth Of Pennsylvania Department Of Labor And Industries:
• Provide program management oversight of the modernization of the Commonwealth of PA Office of Unemployment Compensation’s unemployment system. • Ensure that the Commonwealth is delivered a defect free system, manage all user acceptance testing, manage nine vendor development teams by utilizing SCRUM agile framework, work with executive stakeholders to ensure UC objectives are being met. • Ensure necessary state employees are trained • Provide vendor management to ensure the system is delivered with all System Test (ST) and User Acceptance Test (UAT) scripts having been executed and completed successfully • Manage interdependencies of the program with current unemployment compensation operational processes, communicate risks with key stakeholders, and implement strategies that provide work arounds preventing interruption to existing services provided by the Commonwealth of PA Office of Unemployment Compensation. • Develop detailed project plans using project scheduling tools such as Open Workbench and Microsoft Project. • Lead all project plan development activities, including identification of phases, activities, tasks, deliverables, milestones, dependencies, schedules and assignment of resources • Motivate project assigned resources to complete assigned duties and tasks through utilizing SCRUM agile management techniques. • Prepare formal reports for the Secretary of State on the status and health of the IT projects, including periodic status reports, management dashboards and project metrics. • Monitor project quality, schedule and budget and facilitate actions to mitigate risk and address issues that arise by implementing SCRUM agile techniques. • Facilitated scrum key sessions such as daily standups, lead nine development teams by coaching within the Scrum principles, in order to deliver high-quality features •Maintain product backlog to ensure needed work is well understood so the development teams can continually make forward progress. • Develop and maintain project control documents in accordance with enterprise project management methodologies, including: project charters, cost plans, capacity management plans, risk management plans, communications plans, governance plans, schedules, change management plans, knowledge management plans and quality assurance plans. • Facilitate the risk and issue management processes for IT projects by maintaining risk and issue logs, identifying risks and issues, communicating issues and risks according to project governance and working with project team members to ensure effective risk and issue management.
