Daily Duties at Department Of Army Us Army Cecom Sec Matrixed To Defense Health Agency/ Solution Delivery Division (Sdd), Clinical Support Program Office:

Duties primarily required the application and executive knowledge and ability to accomplish the mission in support of complex interrelated technical programs. Used extensive knowledge of the Defense Health Agency, Defense Health Program associated with DHA (formerly TRICARE Management Activity) since 2002. There to meet and support matrixed staff members (18 computer scientists, engineers, Information technology specialists and resource and contracting specialists who provided specific mission support to the Solutions Delivery Directorate (SDD) and the Clinical Support Program Management Office. Served as the Medical Systems Services support (MS3) Branch Chief. Responsible for the day to day operations of all program management issues related to the management of the program, budget and execution, manpower and the Defense Health Agency, Human Resources (DHA-HR); Defense Health Agency - Health Information Technology (DHA-HIT), Defense Health Agency - Health Information Technology (Infrastructure & Operations) and Defense Health Agency- Health Information Technology Directorate, Solutions Delivery Division, Clinical Support Program Management Office (DHA-HIT/SDD, Clinical Support Program Management Office) and CECOM SEC team members matrixed within that organization. This also included functions under Medical Logistics that supported at the Joint Medical Functional Development Center (JMLFDC) - Fort Detrick, MD and Defense Supply Center - Philadelphia. Routinely planned, managed, and directed administrative and/or technical work of the MS3 Branch team members in support of the Defense Health Agency in the areas of support listed above. The work I directed included complex administrative or technical services that directly affected the CECOM SEC, Services Directorate as a whole or represented a major segment of a program critical tot he organization's ability to manage its' mission. I oversaw projects and programs, identified and shaped the goals the MS3 Branch, made decisions on work problems and administrative proposals, and coordinate with others within and outside of the Matrix Support Division on program accomplishments and collaborative efforts. Routinely assigned work to lower level supervisors, team leaders and /or employees within the MS3 Branch. My duties also extended to recommending entrance salaries, base pay adjustments, bonuses and awards. Developed individual performance objectives for the 18 plus team members (subordinate employees) and conducted performance reviews, this extended to identification of performance/misconduct issues, and resolution of employee complaints, initiation of disciplinary action, as appropriate. Was charged with the development of budget estimates, assessment of long term needs and recommendations of appropriate solutions for the MS3 Branch. Also approved expenses associated with the purchase of goods and services, travel, etc for the MS3 Branch team members working with the Division Chief. I spent at least 25% of my time carrying out supervisory responsibilities with the base level of work supervised at the DE-III/DB III (GS 12/13) and DE-IV level (GS 14/15).
