Daily Duties at Federal Civil Service:

I am the Project Manager, Information Assurance Officer, and Project Lead Engineer for the System Network Availability Performance Service (SyNAPS) program. I am considered ESD’s Subject Matter Expert for Business Service Manager (BSM), Business Process Monitor (BPM), Real User Monitor (RUM), Virtual User Generator (VUGen), and SiteScope. The SyNAPS Program Office has a contract with Hewlett Packard (HP) to provide a limited suite of HPs Business Service Manager (BSM) products to DISA’s customer’s under the program name of SyNAPS. SyNAPS performs end user performance and analysis for Department of Defense (DoD) agencies. I work with each agency ensuring their monitoring and reporting requirements are being met. I lead a team that works with each agency to negotiate a contract and letter estimates that meets the customer’s specific technical needs. I then ensure that SyNAPS monitoring meets those contractual requirements. I ensure all customer contracts are adhered to and customer expectations met. I work with current customers as well as potential new customers providing them insight into SyNAPS showing them what the SyNAPS suite of monitoring tools can provide to them in the way of end-use performance monitoring and analysis. I am the SyNAPS PMO representative with contracting on all new contractor proposals. I provide a majority of the technical language in the RFI/RFP/PWS/SOO as well as evaluate the technical aspects of technical responses. As the Information Assurance Owner of SyNAPS, I ensure the SyNAPS Program stays within IA compliance accordance with DoD Directive 8500.1 and DoDI 8500.2 IA Controls. I ensure the SyNAPS Program has all IAVA and IAVB loaded on a timely basis. I ensure all STIG requirements and settings are adhered to by the programs System Admins (SAs). I am in contact with the Field Security Office (FSO) and ensure the programs Authority to Operate (ATO) remains viable. I work with the IAM whenever a new or updated ATO is required ensuring all documentation and artifacts are properly completed, uploaded to eMASS, and all controls are properly covered by said artifacts. I also work with the IAM when a program upgrade is required by submitting a Change Request Form documenting system and application changes to the FSO. This form and all supporting documentation are uploaded to eMASS to facilitate the FSO in certification and updating the current ATO. I submit and monitor all change requests for all new and modified software. I am certified in the use of VMS and eMASS and use each on a daily basis to ensure IA compliance. I work with the FSO in ensuring all necessary documentation and compliance controls are properly maintained. As the Project Lead Engineer of SyNAPS, I lead a team of eleven (11) individuals in support of this program. I frequently travel to various customer conferences and locations to demonstrate how the SyNAPS program can provide for their end-user performance monitoring and analysis requirements. I am continually working with customers, the contractor, and the PMO to identify potential future growth of the SyNAPS program. As the Project Manager, I oversee all phases of the Service Lifecycle Process of the SyNAPS Program providing oversight, guidance, and tracking of each phase of the system lifecycle. As part of this process, I solicit feedback, ensure corrective actions have been taken on each of the current processes, and identify actions or activities to improve communication around and between each lifecycle process. I coordinate and regulate the change control board for all planned and unplanned system changes. I ensure the System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), Test Readiness Review (TRR), Deployment Readiness Review (DRR) have all been drafted, properly reviewed and vetted, and approved by the appropriate control boards prior to implementation of each phase of the process. I ensure each of these documents are properly drafted, coordinated, and executed. Additionally I ensure each of these documents is properly loaded into the eMASS system with the appropriate controls assigned to each.
