Daily Duties at Robbins Gioia:
As Site Lead at the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE), worked with the prime contractor to develop a strategy and support structure to implement a process and performance improvement plan. Developed a framework based on project management principles that was supported by three toolsets: project planning, measurement, and process improvement. The framework used a holistic approach to process improvement, providing equal concentration on people, processes, and tools. Recommended several project-based efforts designed to specifically address the organization’s pain points, develop organizational knowledge and maturity, and engage a larger stakeholder base in process improvement activities. Developed extensive self-service toolkits to support project planning, measurement, and process improvement implementation. Across engagements listed below, provided input to proposals through subject matter expertise, shaping and scoping responses, and validating past performance. Process Improvement Manager/Consultant Co-manager and Consultant for the Customs and Boarder Protection (CBP) Office of Information Technology (OIT) Enterprise Networks & Technology Support (ENTS) Process Management and Improvement efforts. In this role, re-designed the entire process improvement effort and set standards for process asset documents across ENTS. Building on best practices established at CBP OIT Cargo Systems Program Office (CSPO), developed templates, training, and guidance for process improvement and management as well as facilitated several process improvement efforts. Managed project schedules and team responsibilities. Strategic Planning Team Business Manager As Business Manager for the ENTS Program Management Office’s (PMO) Strategic Planning Team (SPT) was the Contractor Lead for Measures, Communication, Configuration Management, and Process Improvement. Directly supported the customer by managing and directing the activities of the SPT. During this time, revamped the program office governance board and helped establish standards and guidance for several areas of the PMO. Process Improvement Manager and Configuration & Requirements Management Team Lead Member of the CBP OIT Cargo Systems Program Office (CSPO) PMO team. This team was responsible for managing all aspects of the PMO including budget, performance, contracts, finance, communications, risk, and requirements. As the Process Improvement Manager, responsible for analyzing and understanding all aspects of the PMO. Managed dozens of plans, processes and procedures which crossed multiple functional and contractual areas. Using "Keep It Simple" as a mantra, streamlined internal assets and spread efficiency throughout the customer organization. As a result of improvements to effectiveness and efficiency, the customer realized tens of thousands of dollars in savings. As the Configuration Management Team Lead, revamped the entire set of configuration management processes, garnering official customer recognition for the added efficiencies. Represented CBP OIT CSPO in several process-oriented working groups at the enterprise level and helped to effect positive change for the entire organization. Held oversight responsibilities over all vendor configuration management activities. Facilitated all configuration management processes for CSPO and provided support for requirements management. Worked with the vendor to develop the entire change request process in the customer selected tool. As the Requirements Management Lead, reviewed and advised on all changes and additions to the requirements baseline for the Automated Commercial Environment (ACE) and established the Cargo Requirements Management Board to streamline and define scope changes at the program level.
