Developed strategy, wrote and/or directed highly complex federal regulations to adopt both elec-tronic prescribing and HIPAA standards for electronic health care transactions with multi-million dollar impact on both the agency and industry. Use of these standards eliminate costly paper transactions and streamline the exchange of health care information. Extensive cross-agency coordination with DoD, VHA, FDA, DOJ, and other government entities. Oversaw HIPAA enforcement policies and program, including development of audits and cor-rective action plans to ensure industry achieves compliance and adheres to use of adopted standards in transactions. The result was that our program was successful at achieving compli-ance and did not find it necessary to impose any civil monetary penalty on a filed against entity. Formulated proposals and made recommendations to Agency management regarding enforce-ment policies and procedures. Oversaw responses to Congressional committee/staff requests for information on health IT is-sues, including auditing, tracking and fulfillment. Lead staff to the National Committee on Vital and Health Statistics (NCVHS), the FACA commit-tee advisory body to the HHS Secretary. Organized all NCVHS Subcommittee on Standards hearings, drafted and finalized responses on behalf of the Subcommittee chairs and coordinated all correspondence to the Secretary. Developed the strategy and authored two sets of regulations adopting the ICD-10 medical code set, after three decades of inactivity/lack of progress in making the transition. Received Adminis-trator’s Citation for ICD-10 regulation work and Secretary’s Medallion for ICD-10 and electronic prescribing innovations. Oversaw the operations of the HIPAA Transaction and Code Set Enforcement program, manag-ing an online portal, and directing the work of staff in evaluating, analyzing, and fulfilling violation complaints. Developed audit guidelines for enforcement.
