Daily Duties at Usda Rural Utilities Service:
As Deputy Administrator I was the Chief Operating Officer of the Rural Utilities Service (RUS) federal agency. Acted as Administrator and Chief Executive Officer of the RUS in the Administrator’s absence or during vacancy. As Deputy Administrator I supported two different Presidentially appointed Administrators over a 6.5 year period. I was responsible for budgeting; ensuring we stayed on budget; supervising and writing performance evaluations for more than 12 political and Senior Executive Service (SES) personnel; overseeing the delivery of grants and loans through three major program divisions; working with Washington DC and St. Louis IT staff as well as program staff to maintain and update existing systems and to develop new systems; supervised the strategic planning process; ensured compliance with all federal requirements by working with legal counsel and program staff; created the Policy Analysis and Risk Management office to focus on key initiatives and risks in each program; spoke to a wide range of audiences from 5 to 10,000; testified before Congressional committees; met with Senators and Members of Congress and their staff; created a matrix of 87 programs administered by the Rural Development program area; created the Rural Development Pyramid tool to be used to understand how each of those programs were used and funded to meet the agency's mission; worked with other federal agency's to coordinate program delivery and eliminate duplication; as the USDA representative I chaired an Interagency Task Force on socioeconomic issues resulting from the relocation of military personnel from Okinawa to Guam; represented the Rural Development (RD) mission area to the first USDA discussions with the Navajo nation; produced RD Today (a seminar delivered in a news format with the three Agency Administrators and one State Director discussing how the 87 RD programs could help build a community from the ground up; responsible for organizing and producing the annual Reflections and Projections presentations about the goals of the agency and how we performed against those goals; and moderated the Big Think visioning program for Broadband at the request of the Administrator.
