Led development of the then $4.7B fleet operations and maintenance budget for the Naval Aviation Enterprise. Facilitated a working group of senior personnel at the O5-O6 and GS14-15 level representing all major Navy commands. Guided participants in negotiating competing requirements and developing consensus proposals. Presented and defended budget recommendations to U.S. Navy leadership.
