Appointed to serve as Legal Counsel to the Commission, Executive Director, Division Chiefs and staff, and as Legislative Liaison for the Commission and the Department to the NH House and Senate, federal government, the Governor's office and the Department of Justice. Ensured regulatory compliance on federal mandates, contracts and grants. Oversaw all administrative rulemaking for the Department and advised on substantive legal interpretations relative to the Administrative Procedures Act; served as Hearings Officer for the Department and the Commission on all adjudicative and non-adjudicative hearings. Applied sharp, critical thinking skills and legal expertise toward designing, developing and implementing department policies and long-range planning strategies on legal, legislative, regulatory, and land management issues.
