Daily Duties at Naval Postgraduate School Civilian Institutions Programs:

Assisted the Director of Civilian Institutions Programs (CIVINS) in the administering the Navy's Graduate Education Program, conducted at civilian universities and Department of Defense schools. Assisted in preparing and implementing a $4 million CIVINS budget for each curriculum and projecting costs by using an approximate rate of inflation percentage, then contacting universities prior to the start of each semester for the current tuition and fees figures. Formulated and executed the financial plan/budget covering salaries, and procuring facilities, equipment, supplies and resources; managed more than $500,000 in information technology assets. Operated databases, spreadsheets and document management systems to track project progress; log information into databases for reports; monitor progress of all required curriculum of all candidates to external universities. Assisted with the development of senior-level briefings and recommendations, guidance, and reports. Furnished policy advice and analysis in preparation for high-level interagency meetings. Performed systems analysis, database applications support, interface with internal/external systems, and coordination of recommending changes to the applications and information system. Conducted essential tasks for preparing, presenting, justifying and executing budget, developed multi-year budget/program plans; analyzed, monitored and reported fiscal and program status. Identified procurement support needs, managed procurement of supplies, and monitored support services standards. Researched, evaluated, and interpreted numerous regulations, policies, and directives related to the budgeting process. Directed preparation of manuals, reports, and directives while interpreting and implementing orders, regulations and directives from supervisors; maintained, determined available funding and processed more than 2,000 individual documents. Reviewed all in-coming and out-going correspondence (i.e. orders and subspecialty requests). Liaison with numerous other Navy agencies and various program sponsors at the Chief of Naval Operations (CNO) and Bureau of Naval Personnel (BUPERS) levels, contractors, receiving personnel, and more than sixty civilian and DOD universities. Acted as a Quality Assurance office manager; developed, recommended and maintained a fully-functional update system for Navy-wide CIVINS Standard Operating Procedures (SOP) for all the new and current programs and correspondence while making sure DOD policy changes were promptly and correctly implemented. Provided curriculum review support for 41 Civilian Institutions (CIVINS) curricula on a rotating, bi-annual basis to ensure smooth administration of the reviews and timely dissemination of the curriculum review results.
