• Effectively negotiated and managed multiple contracts in accordance with FAR regulations – up to 15 annually with budgets exceeding $20 million • Maintain a 95% success rate within agency constraints while exceeding target & budget expectations through auditing • Rapidly reduced production expenses by 16% within 6 months by eliminating duplicate positions and workflow evaluation saving an estimated $1.3 million in excess funds • Successfully filed and received approval to increase my direct operations budget by 5% to $24.5 million in order to complete needed energy project • Revealed $100,000+ in misallocated funds from budget - saving department from an ADA end of fiscal year violation • Directly supervise and evaluate 10-15 inter-disciplinary personnel providing coaching, regulation guidance & feedback • Responsible for preparation and reporting of monthly financial statements, budget, purchasing requisitions balance sheets and quarterly forecasts to senior staff and Headquarters in accordance with Government Accounting Office (GAO) and Federal Accounting Standards Board (FASB) • Excellent ability to interpret operating data pertaining to budget information allowing for improved policies on difficult and complex financial matters through milestone analysis • Budgeting software expert and trainer with advance knowledge of ABSS, Workflow, Excel, Access, IEMS, CARS, CRIS and FM Suites with a 98% overall accuracy rating • Team leader whom quickly recovered and closed a $20 million project in 2.5 years which will effectively save the organization $1.6 million over the course of the next 5 years • Implemented and streamlined (6) processes after a cost benefit analysis increasing overall departmental effectiveness by 80% and finishing under budget in excess of $300,000+, while finishing project 3 weeks ahead of schedule • Refined DFAS payment processing and reduced turn around/authorization time by 20% down to just 4 days with “0” violations; which is unheard of!
