Daily Duties at Paltech Inc.:
1. Provides full-cycle contractual management of a portfolio of the organization’s contracts; guide project staff and advise senior management on contractual issues based on the knowledge of contractual documentation, federal regulations (FAR) and organization's policy 2. Review the improvement or development of policies/procedures to facilitate adherence to Federal regulations and contract terms 3. Prepare contractual correspondence with the firm’s clients/contracting officers, including salary and consultant rate approvals, budget revisions, project specific procurement, subcontracts, and waivers 4. Identify contract issues requiring clarification, modification and/or amendment as contracts are being entered or updated in the scheduling system and route such issues to the Government Acquisitions department through the respective Contract Officer Representatives (CORs). 5. Coordinated the design and implementation of new database and reporting application, the Personnel and Project Tracking Application PPTA (proprietary tracking system) due to difficulty in tracking project data, costs, and team member activities on projects and trained personnel in use of the system which reduced time to generate reports on project activity and/or costs to under 20 minutes as opposed to days or weeks, depending on the size of the project 6. Established and managed new invoice processing checklist to be used by Accounting department for invoicing the client to reduce and/or eliminate processing delays over 60 days. Evaluated new processing system with Accounting manager and decreased invoice turn-around time and payment from 60 to under 30 days 7. Researches, analyzes and makes recommendations on administrative, management and procedural practices; analyzes, evaluates and integrates business processes and procedures; applies creative thinking in the use of case management systems and development of business processes; writes logical, comprehensive, concise reports and correspondence. 8. Monitors spending to ensure compliance with the budget and reports changes to funding levels as needed for projects. Effectively communicates recommendations to the client on differences between the approved budget and actual spending; generates report analyzing variations and recommends modifications to reconcile differences 10. Determines operational objectives by studying business functions, gathering information, and evaluating output requirements. Formats and develops work breakdown structures to provide the necessary framework for detailed cost estimating and control along with providing guidance for schedule development. 11. Prepares technical reports by collecting, analyzing, and summarizing information and trends; prepares cost reports analysis, estimates and projections, and monitors contract funds under the direction of government Contract Officer Representative. Prepares detailed financial and project cost reports, monthly expenditure reports, detailed monthly activity reports, and special reports for specific projects. 12. Examines past budgets and researches trends that may affect funding and expenditures, recommending project spending cuts, repurposing funds to accommodate funding shortfalls and/or redistributing extra funds. Participates in fiscal planning and in relevant budget meetings to review and provide analysis of cost requirements with emphasis on budget limitation and shortfall calculation. Suggests modifications as needed and provides recommendations on scheduling, problem resolution, and verification of deliveries. 13. Possesses and utilizes strong analytical skills, including a thorough understanding of how to interpret the organization’s business needs and translate them into application and operational requirements; analyzes data to determine the costs and benefits of various project decisions and prepares annual and specialized reports to advise the client on required funding, burn rates, percentile billing, and future funding requirement as needed.
