Under a Capacity Development contract with the State of Nebraska, performed initial water systems assessment to determine level of need for assistance with goals. Developed financial packaging for capital improvement programs. Analyzed human resource capacity at local level and drafted work plan to cover areas preventing sustainability. Provided technical assistance to local entities.
