the Dedicated Program Manager to the Department of State Telecommunications Program Office (DTS-PO) for the Spectrum program, I was responsible for day-to-day management of cross-functional teams. I worked with the sales team for proposal development and submission via SPECTRUM contract vehicle. I also provided scope, time estimation, implementation plan and cost for various phases of project lifecycle work during business and solution development, and project execution. Developed and managed customer relationships at all levels of the agency. I provided expertise and leadership with regard to telecommunications technology implementation and project execution, throughout the project lifecycle. Developed and implemented the operation framework for projects including detailed project plans, project organization and administration. I managed project performance against key metrics such as budget, service delivery, and network performance. Identified and controlled the scope of all projects. Identified, assessed, and resolved network infrastructure implementation issues. Reviewed customer deliverables for content and quality. Also served as the Dedicated Program Manager and lead engineer to the Department of Defense FTS2001 transition. lead engineer for the Department of Defense transition from the FTS2000 to FTS2001 contract. During this time I provided full lifecycle program management, working with the GSA and the DOD to transition over 25,000 voice and data circuits in over 800 locations around the world.
