Directed the development of bid strategies and pricing of proposal and contract-based task orders, quotes, and proposals. Prepared cost benefit analysis of each project and comprehensive cost proposals in accordance with College policies and procedures and were completed accurately within tight deadlines. Provided guidance on complex requirements of Requests for Proposal, contracts, and subcontracts and ensured all terms and conditions were met, while identifying and addressing areas of risk. Wrote proposals and drafted contract documents. Managed contract compliance. Oversaw financial management functions including development of monthly/quarterly financial statements (including P&L accountability), financial forecasts, invoices, and budgets. Ensured compliance with GAAP and OMB Circular A-21. Directed projects through all contract and budget life cycle phases. Maintained strong working relationships with government contract specialists, contracting officers, and contracting officers’ representatives. Initiated and responded to requests for contract changes, product substitutions, and technical requirements updates. Developed innovative business and marketing strategies for academic programs. Served on cross-functional committees and working groups and assisted in college-wide planning, implementation, and evaluation of programs. Provided briefings and presentations to executive-level management.
