Provided leadership and oversaw marketing, financial reporting (including P&L accountability), program performance reporting, technical and pricing proposal development, budgetary analysis, and business development functions for all divisional programs including multiple strategic business units. Led the College’s efforts in identifying and capturing contracts with the U.S. military, government, and corporate clients. Wrote all proposals submitted in response to government solicitations; ensured regulatory compliance. Ensured compliance with GAAP and OMB Circular A-21. Wrote all Small Business Subcontracting Plans for government contracts. Negotiated contracts. Established new processes and identified new technologies and innovative solutions to meet clients' needs and achieve Division's short- and long-term goals and objectives. Participated in the development and implementation of College initiatives, including resource development functions and grant proposal development. Designed and wrote the Division Strategic Plan for growing and enhancing programs. Conducted functional analysis of work responsibilities and provided recommendations for organizational change to executive-level management for improved performance. As the direct project manager for a two-year Navy contract, led the design and development of traditional, non-traditional, and customized programs to meet the training needs of workforce. Maintained strong working relationships with government contract specialists, contracting officers, and contracting officers’ representatives. Established performance expectations and professional development goals for personnel; prepared performance reviews for staff; provided training; and hired and terminated staff.
