Daily Duties at Nasa, Goddard Space Flight Center:
The Program Integration Manager reports to the Earth Science Program Office. The function is to independently review projects within the Earth Science Program for problems and risks which may impact commitments in the Project Plan or other governing documents. These projects include the NASA Scatterometer (NSCAT) instrument, SeaWinds Scatterometer instrument, Earth Science Missions on STS-85 & STS-87, Landsat-7, Terra, Aqua, and Aura. I attended individual project status meetings and reviewed their monthly status reports. I also represented the PMO at external meetings including ADEOS Mission Operations Panel, and ADEOS-I & ADEOS-II Program Review Panels in Tokyo. After on-orbit failure of ADEOS in June 1997, I was assigned as the NASA lead to support the NASDA failure investigation team in Tokyo. From all this activity, I identified and tracked program-level risks. Risk probability and impact scales were developed and adopted across the program office. Risk rankings were then determined (P x I) and illustrated in a Probability-Impact Matrix. Along with this matrix, risk mitigation strategies and impacts were developed and presented monthly to the Earth Science Program Manager. NASA Headquarters requested a consolidated study to assist their strategy for follow-on earth science missions. I was co-chair, with representatives from multiple NASA centers, to evaluate technical, scientific, and budget impacts for candidate missions. Ten candidate mission concepts were identified and presented to the Office of Earth Science at NASA Headquarters. This study resulted in definition for a follow-on series of missions.
