• Business Development and Capture. Business development experience includes: o Sales team for TSA HR Services (IHOP precursor) $250M outsourcing contract. Won $50M US Coast Guard BPA for human capital services. o Experienced with "Win Strategy" development; price-to-win analyses; defining solution; identifying key personnel; and developing teaming agreements o Product Development VP for Silent Trust, an Accenture venture to provide identity and authentication services. Obtained $1.5 million in start-up capital. Developed business, product development plans. Developed relationships with business partners, including the US Postal Service and Microsoft. • Program Director. Sold and delivered a 125+ FTE, $18+ million annual revenue TSA IHOP shared services program for finance, payroll, HR, business intelligence, call center, IT and BPM services. Established Service Center for TSA Secure Flight program. o Managed relationships with C-level, Senior Executive Service and GS-15 level executives o Strategic responsibilities include building client consensus, executive communications, and reporting performance; developing and shaping task orders; assisting client to define and prioritize opportunities o Established shared service pricing methods and competitive pricing / ‘price to win’ strategy o Achieved P&L above planned targets, decreased cycle times by 50%, eliminated an inherited 6+ month workload inventory, maintained 99.9+% defect-free quality, and completed 50,000+ annual transactions o Established Lean Six Sigma operations practices. Established a Quality Process Improvement program o Transitioned services from legacy provider. Recruited and trained new staff. Created a job rotation, management development and employee recognition programs • Program Management. Program Management Office (PMO) experience for a variety of client needs: o Led the PMO for a $35 million T&M project to remediate HR and payroll issues due to the rapid stand-up of TSA. Managed a project burn of $225,000+ per day. o Managed the PMO for the $1.5 billion merger of Cable & Wireless USA and MCI’s Internet business. Tracked progress and communicated status to the CEO. • Technology Management. Managed teams of 5 to 30 for IT design and development efforts: o Led a $1.5 million effort to design of a web access control and enrollment service for the Office of Federal Student Aid. Defined solution requirements, and led an RFI for vendor products o Led test and release teams for Verizon’s Service Express system. Supervised 25 Verizon and Accenture staff. Increased unit performance 20%
