Daily Duties at Chugach Mc Kinley, Inc:

Managed Automated BOS Quality Management Program in accordance with ISO 9001:2000 standards, company policy and operating procedures for 18 functional area annexes on a project valued in excess of $70M • Approving stakeholder for acquisitions and procurement artifacts performing cost and risk analysis for project integration, implementation, monitoring and controls within contractual constraints. • Directed and led employee relations duties, employee relations investigations, interviews, file reviews, data collection and exit interviews. • HR Generalist responsibilities included interviews, recruitment, applicant screening, selection and training along with personnel data reporting, staffing requirements and award incentive planning at the project-level. • Processed employment packages, compensation, benefits, renewals, transfers and promotions while utilizing high competency in human resources best practices, policies and procedures in conjunction with company policies. • Engaged in recurring assignments and developed procurement procedures in support of organization, department and local installation and in a centralized procurement activity. • Used formal advertising to procure and acquire supplies or services. • Performed qualitative and quantitative analyzed to review contract work performance and contractual compliance. • Performed acquisition prioritization planning of goods and services necessary for efficient and effective operation of the organization. • Conducted market research to provide factual information to develop an effective acquisition strategy for sourcing and purchasing vendor services for the project. • Meets with commercial vendor representatives to discuss procurement needs, quality of terms or services, obtain current market prices based on level of service, timeline delivery schedules and work performance breakdown structure. • Facilitated and performed simplified and complex contracting for procurement best practices used to obtain goods and services using the federal acquisitions (FAR) and acquisition guidelines, requirements and supplements. • Review and analyzes financial reports, price proposals, and other contract related data and/or information to calculate reasonable prices. • Maintained data, records and reports for evaluation of compliance to contract technical and administrative requirements. • Performed monthly quality briefs, which allowed the customer to evaluate work performance, deficiency status and closure rate and corrective action performance. • Managed the Safety, Worker’s Compensation and Vehicle Accident /Incident program with over 200 employees; acted as onsite liaison with corporate office and insurance carriers for best application of practices and procedures for oversight of claims, investigations and records maintenance. • Managed OSHA 1910 General Standard and Occupation Health training program for remote site with over 200 employees. • Managed the base company store for morale and welfare support in a remote environment for contractors and visiting military personnel; performing vendor sourcing, purchasing contracts, delivery, packing, shipping and packing requirements for product delivery: performed delivery inspections, noting items discrepancies and change orders upon delivery. • Performed other assignments of similar difficulty that have been selected with a view of developing advanced skills to include; administering the negotiated and formally advertised contracts assigned; evaluating and monitoring progress of contractors; and sub-contractors; preparing change orders and/or specification modification; Facilitate participation with higher graded specialists in the procurement of technical requirement items or materials using the formal methods if the items are made or manufactured to special specifications with restricted price bidding due to contract and/or special processing, packing and packaging specifications. • Engaged in recurring assignments and developed procurement procedures in support of organization, department and local installation and in a centralized procurement activity. • Facilitated effective communication plan between with suppliers, vendors, and government representatives for contract administration. • Drafted final contract statement of work specifications, to include shipping, packing and logistic requirements, pre and post inspection instructions, to meet special and standard work performance clauses. • Evaluated and monitored contract work performance to determine and document need for changes for review and approval by change board/project sponsor to ensure compliance with contract obligations. • Identify and process requirements using FAR, Functional areas, departmental, local and organizational procedures. • Performed research of manuals and catalogs, stating summary notes from discussions with manufacturer’s representatives or requisitioning sources to identify and initiate corrective actions required; Determines adequacy and completeness of description. • Used contract analyzes to provide proposed prices or costs budget, to including evaluation of technical and audit reports, review and/or forecasting of price trends, evaluation of environmental and economic factors, assess, estimate production efficiencies, and evaluating methods of allocating costs breakdown for overhead both general and administrative. • Reviewed financial responsibility of suppliers by evaluating contract type and work performance on previous contracts. • Performed source selection, evaluates bids, quotes, and request for proposals for technical contract compliance with specifications, purchase descriptions and applicable scope of work clauses. • Effectively negotiated and provided recommendation for award contracts, contract modifications, and/or subcontracts work performance for product/services. • Communicated with personnel, users, and vendors to discuss product/service defectives or unacceptable goods or services to determine and recommend corrective action or preventive action, when applicable. • Ran the safety leg of the government contract that was run by the USAF, which included certifying runway and ramp personnel in Bird Air Strike Hazard problems and the BASH program, which taught personnel the procedures of what to do if birds were in any part of the Air Station’s air space or on the runway and how to quickly shutdown the station by firing off rifles; ensured personnel were weapons qualified, trained on procedure to ensure the correct safety protocols were in place to drive the runway: resulting in zero events between 2002-2008.
