Daily Duties at Phillips Defense Systems Incorporated:

Responsible for the acquisition and program management of Long Range Thermal Imager, Medium Range Thermal Bi-ocular, Mini Thermal Imager, Individual Weapon Night Sight-Thermal, and Squad Thermal System programs. Provided subject matter expertise in industrial inspections, to include production readiness reviews, acceptance testing, supportability demonstrations, configuration identification, configuration data management, configuration control, verification and audit, and configuration status accounting. Total value of these programs is over $242 million. Duties included overarching daily program management of assigned programs. These included the preparation of Acquisition Strategies, Marine Corps Single Acquisition Management Plans, Integrated Logistics Support, Configuration Management, engineering plans, test documentation, Program Protection Plans, Information Support Plans, Security Classification Guides, Fielding Plans, Risk Mitigation Plans, Acquisition Category (ACAT) Designation packages, Acquisition Program Baselines, Acquisition Decision Memoranda, Fielding Plans, and lifecycle support plans. Prepared Statements of Work, Procurement Requests, Financial Action Requests (FAR), Contract Line Items (CLIN), Contract Deliverable Requirements Lines (CDRL), Source Selection Plans, Justification and Approvals (J&A), Determination and Findings (D&F), Market Research Summaries, and other support documents leading to the solicitation, testing, and source section of new programs. Maintained Configuration Data Management of product lines, including software and hardware configuration management of systems, assemblies, components, tools, test equipment, and provisioning. Assisted in the conduct of Level of Repair Analysis (LORA), Engineering Data for Provisioning, Interim Contractor Support (ICS), Performance Based logistics, Maintenance Analysis, and Maintenance Planning. Also helped develop electronic maintenance support concept, test equipment calibration plans, and sustainment level support for products. Provided strategic decision recommendations on acquisition matters pertaining to the programs. Successfully led support activities for FMS programs for optical and laser systems. Served as the PdM Optics Project Officer for Program Objective Memorandum (POM), which included the Night Vision Mod Line, Family of Individual Optics, and Scout Sniper Capability Set initiatives. Provided Senior Business Development expertise to the company when opportunities arose, including preparation of Business and Technical Proposals in response to Request for Proposals (RFP), and establishing relationships with potential partners and proposal team companies.
