Daily Duties at State Of Alaska, Aidea & Aea:
Managed and supervises AIDEA and AEA’s procurement section. Established goals and set priorities for 6 procurement specialists. Participated as a project coordinator for complex projects that involved unique contracting methods, solicited bids/proposals to award and administer contracts. Also managed the AIDEA office facilities. Developed and directed procurement processes consistent with state and federal laws under the direction of the Executive Directors and AIDEA and AEA Board of Directors. Ensured the appropriate regulation was applied to a variety of different types of complex agency specific procurements which involve AIDEA Procurement Regulations, AEA Regulations and the State of Alaska Procurement Code and administrative manuals. Implemented procurement department’s policies and procedures. Set and managed priorities for staff, interpreted state and federal code, resolved internal and external disputes, provided training for staff, reported procurement activities, justified and followed-through on alternative procurement methods. Provide guidance on procuring real estate. Created, solicited, evaluated and awarded competitive bids and proposals for equipment, materials, construction, and professional services. Examples of procurements include financial services, construction, construction management services, insurance, information technology services, equipment, engineering, facility operations and maintenance. Assisted with the development of solicitation documents for competitive grant programs, wrote specifications, researched markets, developed selection criteria, and established payment terms. Negotiated, awarded and administered contracts, issued work orders, NTP’s (or change orders and amendments), resolved payment issues, disputes, and closes out agreements. Participated as a coordinator for complicated projects that involve complex contracting or grant agreements. Tasks include development of solicitation, negotiation strategy, comparing budgets to market costs, coordinating plans with other local, state, or federal entities, setting deadlines and schedules, obtaining legal and accounting review of plans. Established reporting and billing requirements, coordinated the work of staff and contractors across multiple disciplines (i.e., engineering, legal, and finance), developed contracts and other agreements as required to implement a project, and reported activities to the Executive Directors and Boards of Directors as needed. Advised AIDEA and AEA staff on the proper procurement process and when to apply a unique style of procurements. Managed AIDEA’s office building and front desk support which included incoming and outgoing mail, package delivery and telephone systems for the building. Developed maintenance and operations plans for the building, responded to maintenance problems, contracted janitorial and facilities services/equipment, approved invoices, and handled purchasing/disposing of furniture and equipment as needed. Assisted staff with facilities issues on other AIDEA projects, inventory of vehicles and equipment. Participates in AIDEA management committees upon request, and other duties as assigned.
