Daily Duties at Defense Threat Reduction Agency:
EXPERT PROGRAM MANAGEMENT: Manage personnel programs and evaluations at the Strategic Arms Reduction Treaty (START)/Nuclear Division at the Defense Threat Reduction Agency, a selectively manned Department of Defense (DoD) Agency. Evaluate personnel manpower augmentation and the proper utilization of assigned program managers and advisors. Provide leadership in developing, implementing, evaluating, and improving processes and procedures to monitor the effectiveness, efficiency, and productivity of personnel programs. Track, proofread and submit over 200 Army evaluations annually. Hand-picked by leadership over two senior Human Resources NCOs for this position due to poor turn-in-ratio and numerous evaluation rejects. As the person in charge of the Military Evaluations Section from August 2012 to present, implemented a new tracking system for evaluations. In addition to maintaining the status, proofread all evaluations for errors. As a result, the turn-in-ratio has increased from 60% to 97%, and there have been no evaluations rejected for error during the entire period. STRATEGIC PLANNING: Apply analytic, diagnostic and qualitative techniques to effectively identify, evaluate and recommend appropriate solutions to resolve complex, interrelated issues spanning global perspectives. Interpret information and facilitate decisions that impact strategy, policy and plans. Use data to develop management reports to make recommendations for improving effectiveness of program operations and to ensure compliance with regulatory and statutory requirements. ENSURE PERFORMANCE METRICS AND MEASURES are achieved, often exceeding mandated levels. Provide expert oversight for the successful completion of projects and analyze metrics to track performance. Monitor results versus targets and provide gap-analysis to achieve strategic goals and performance objectives. Consistently meet or exceed management and organizational strategic goals and objectives through implementation of short and long-term projects and action plans. DIRECT SUPERVISOR of daily accountability report for 120 personnel. Possess the ability to coordinate complex tasks and teams, including partnerships with other entities. Oversee performance management for each employee: provide for development and evaluation of performance plans, mentoring and coaching for Individual Development Plans, and performance counseling and coaching. Take disciplinary action when necessary to assure acceptable conduct and completion of operations according to established procedures. INTERPRET REGULATIONS AND POLICIES: Exercise initiative and judgment to make decisions and recommendations on technical, management and policy issues while maintaining compliance with applicable laws, directives, executive orders, and regulations, to include development, interpretation, and revision of policies and regulations. BUDGET MANAGEMENT: Manage a yearly budget of $30K. Provide for budgeting and financial management, including budget formulation, justification and execution; financial management; and financial reporting. Provide revenue projections using Excel. Adhere to budget guidelines for program expenses. Provide detailed monthly expense reports. ADVISE SENIOR LEVEL MANAGEMENT: USE KNOWLEDGE OF ORGANIZATIONAL DEVELOPMENT AND CULTURE to inform business process changes to improve efficiency and effectiveness of operations. Provide technical advice to ensure compliance with all Federal, civil rights laws, regulations, policies and guidance. Assist On-Site Inspection Directorate to provide personnel and administrative support to 500 military members and DoD civilians. Oversee the development of technical data, estimates and statistics useful to higher level managers in determining which goals and objectives to emphasize. Recommend corrective actions, such as new and revised program requirements and guidance, training and other appropriate measures, and propose alternative courses of action. Aid the Division Chief in all matters related to personnel. COLLECT, MAINTAIN AND ANALYZE DATA: Review, manage and disseminate personnel actions. Perform analysis of all programmatic statistical data and provide assessments of statistical trend data. Gather data and conduct in-depth data analysis using various research techniques and automated systems to identify problems and areas needing improvement. Possess knowledge of analytical techniques for evaluating program effectiveness in a variety of program areas. Identify resources and program needs, and operational planning priorities. EFFECTIVE ORAL AND WRITTEN COMMUNICATION: Compile data and develop analysis in the form of management reports, translating highly technical information into plain language. Deliver oral briefings, reports, policies overviews and training sessions on technical Human Resources (HR) areas. Prepare, coordinate and present briefings and responses to inquiries from senior management.
