Risk Management Auditing (Contracts and International Agreements) Supply Chain Analytics Policy Oversight Strategy Development Congressional & DoD Budget Analysis - THOMAS research Contracts Analysis Specifically: - Orchestrated the strategy development for U.S. oversight in the repositioning of 17,000+ military personnel from Okinawa, Japan to Guam; a 10-year $21 billion taxpayer expense. Identified $1.2 billion in cost avoidance through analytics, highlighting undefined requirements and eliminating excess current obligations. - Led forensic reviews in the audit of $98M in DLA Energy International Agreements for acquisition of bulk petroleum in Italy, Greece, Portugal, Spain, Germany and Turkey in support of U.S. military operations throughout Europe. Identified $4.3M in erroneous payments based on poorly written agreement language. - Recovered $712,000 in overpayments after thorough review of U.S. bulk petroleum programs in Korea for under contract and inventory management, international agreements; and Pacific theater management and quality assurance of petroleum stocks. - Spearheaded the performance audit for the U.S. Marine Corps Bell-Boeing V-22 aircraft program; identified systems engineering issues, supply chain induction shortfalls, contracting and Navy replacement spares policy violations resulting in $2.9 million savings to the US Government. - Facilitated the identification of Anti Deficiency Act (ADA) violations in excess of $19 million in overpayments or improperly spent taxpayer funds for the 2009 Recovery Act (Rebuild America) programs.
