Daily Duties at Ohio Army National Guard:

Six years of experience as the program manager of the Ohio Army National Guard (OHARNG) Electromagnetic Spectrum Management (ESM) Program. Responsible for both technical and analytical work pertaining to the planning, formulating, managing the radio frequency spectrum for the OHARNG. Gained knowledge of electronics, the electromagnetic spectrum, compatibility/interference potential of various frequency bands as graduate of the US Army Signal Corp Electromagnetic Spectrum Management School. As the OHARNG State ESM, I have experience and knowledge with the processes and procedures relative to Emergency Communications Management and Radio Frequency Management. I provide authoritative information on radio communications engineering, protection of radio frequency spectrum, communication equipment systems, services and software engineering related to spectrum management (SM) automation frequency management to all OHARNG organizations. Responsible for reviewing radio frequency request applications for accuracy, justification for use of limited electromagnetic spectrum, In-depth knowledge of national and international policies, DoD Directives, National Telecommunications, and Information Administration (NTIA) Manual, Federal Communications Commission and International Telecommunications Union regulations and Army regulations and update the database of frequency requests though Spectrum XXI. Reviews and refines general systems plans submitted by subordinate installations and activities; develops enterprise level and operational directives and policy relating to Land Mobile Radio (LMR) system management. Provides policy guidance and assists users in defining requirements; assists in preparing revisions to Army regulation to achieve LMR and Frequency functions; initiates corrective actions on communications deficiencies to ensure adequacy and reliability for accomplishment of command goals and objectives. I coordinated reviews and supervised work of staff as assigned. I review the frequency assignment proposals to determine whether these proposals would result in technical conflicts with existing frequency assignments using various tools to engineer solutions to establish radio communications; review the frequency assignment proposals for compliance with applicable policy, regulations, and procedures, and recommend corrective action when necessary; understand and use the National Table of Frequency Allocations, various assignment plans, restrictions, rules and procedures for authorizing frequency assignments. I have perform interference analysis, frequency nomination and processing using Spectrum XXI and the Government Master File (GMF). I have evaluated and initiated frequency proposals in standard frequency action format (SFAF) in accordance with MCEB PUB 7/8 and performed on-site surveys to determine effectiveness of frequency management program and assisted in the development of OHARNG Emergency Communications plans. I provide authoritative information of frequency management to all OHARNG organizations. Provide spectrum-planning guidance, policy analysis, systems integration, systems analysis, operational support and spectrum management to all OHARNG organizations in accordance with the Army ESM regulations and Joint ESM Operations guidance. Responsible for performing on-site ESM Surveys to determine effectiveness of frequency management program. Advises and provide management assistance on spectrum supportability assessment process and electromagnetic environmental effects (E3) measurements for the acquisition of commercial off the shelf (COTS) spectrum dependent systems. Directly responsible for managing and coordinating radio frequency actions for all OHARNG organizations. Provide spectrum management support to OHARNG units for tactical communications equipment. Provide coordination and facilitation between the units and appropriate agencies in order to obtain required spectrum assets. Provide authoritative information of frequency management to senior management impacting the plans development both training and contingency operations for Defense Support to Civilian Authorities(DSCA), Regional Response Plan for Federal Emergency Management Agency (FEMA) Region V Homeland Response Force (HRF), Continuity of Operations Plan (COOP) and Emergency Management Planning for OHARNG units. Collaborate with other military services and federal partners to ensure spectrum awareness throughout the Ohio and civilian interagency partners. Served as the founding member of HRF Spectrum Management Element (HSME), uniting all six states (OH, MI, MN,WI, IN and IL) Spectrum Managers to support HRF and national guard units within FEMA Region V. Responsible for supporting and coordinating a deployment team spectrum requests order to provide site support and guidance in the event of an incident within FEMA Region V area.
