Daily Duties at Mc Minnville Oregon Police Department:

Hired as a bilingual Spanish - English speaking Patrol Officer, assigned to various shifts responding to calls for service and self initiated police activity. As the only bilingual officer in the department I functioned as a interpreter/translator for all other officers within the department and assisted County, State and Federal Agencies within the Yamhill and Marion County areas as requested. I am a native Spanish Speaker. I translated many documents, statements and other reports from Spanish to English for the City and County Courts. I was recognized in Yamhill County Circuit (Felony) Court as an expert in the Spanish Language and Mexican culture. In 1991 I was selected to start the first School Resource Officer Program working in the McMinnville High School. Collateral duties from 1989 until 1996 included assignment to the Gang Investigation unit, Cadet Supervisor, Staff Instructor at the annual Oregon State Police Cadet Academy for 5 years, and conducted Computer Forensic Seizures and investigations supporting organized crime investigations and prosecutions for the Yamhill County Interagency Narcotics Team. As a School Resource Officer I taught English as a Second Language to High School students under the supervision of a certified teacher for 4 years. I provided Spanish Language translation assistance to the High School Staff as needed and routinely provided Spanish –English simultaneous translation for school administrators meeting with non-English speaking parents. I attended the Oregon Board on Public Safety Standards and Training Instructor Development Course. I prepared lesson plans on Cultural Diversity in Law Enforcement and presented the training for officers during annual training sessions and to reserve officers attending the Reserve Officer Academy. I prepared lesson plans and presented training on Criminal Law, Traffic Stops and Crime Scene Processing, Gang Investigations and other police related subjects for cadets both in the McMinnville Police Cadet Program and the Oregon State Police Cadet Academy. Trained as a Police Intelligence Officer by the Oregon Department of Justice and helped set up the first Police Gang Intelligence unit for the McMinnville Police in 1994. I volunteered as the Police Department representative on the Oregon Together Communities for a Drug Free Youth program for over five years. In this role I conducted monthly, quarterly and annual crime data analysis to determine crime trends and identify risk factors for youth and protective factors that mitigated the risk factors specific to McMinnville youth. Charter member of the Northwest Gang Investigator’s Association. I was involved in Gang investigations as a collateral duty and as a Gang Investigations trainer for other Police Officers and many non-law enforcement County Agencies throughout my time at McMinnville Police Department. I represented the McMinnville Police Department as a spokesman for Portland Oregon media during a time of heightened violence and gang activity throughout the region. I was a designated expert on Hispanic Gangs within the region.
