Daily Duties at Naveodtechdiv:
Started a new detachment from top to bottom. Developed a budget to acquire all necessary operating equipment for the new detachment, Manged all facets of operations for 71 military and emergency essential civilian personnel deploying in support of Combined Explosive Exploitation Cells (CEXC), Foreign Material Acquistion (FMA), Counter Radio-Controlled Electronic Warfare (CREW), and robotics support missions world wide. Developed an 8 division detachment to meet command mission requirements. Implemented all SOP'S for for training and Operations of new detachment. Worked hand in hand with commanding Officer, Executive Officer and Operations officer to institute critical command level documentation needed in order to be recoginized as a detachment to include SORM, ROC/POE, Budget POM requirements at the Navy level,TOA, training plan and all SOP's. Direct supervisor for 10 civilian government employees dealing with leave, time certification in two different data bases, hiring and discipline actions, performance evaluations and day to day guidance of the team. Developed comprehensive long range deployment plans to coordinate Fleet and NAVSEA support of critical CENTCOM augmentation billets. Program manager for all DOD support to forward deployed Counter IED exploitation efforts and serving as the focal point/ liaison for all theater commanders such as TF TROY, TF Paladin, CEXC Iraq, CEXC/ACME Afghanistan, JIEDDO, NAVSEA, CENTCOM, OPNAVMOBCELL, PERS 463, FFC and the NECC. Assisted in drafting comprensive directives and standardized process and procedures to ensure personnel mission readiness to deploy and operate in a combat environment met all theater requirements to include country clearances, travel requirement, ISOPREPS, weapons documentation and certification cards and letters, Visa requirements, Travel approvals in DTS, all procurement approvals and all documentation needed to deploy.Researched and developed POM requirements out to FY-17 totaling 44M annually. Personally responsible for a 5.2M operational budget and had no findings during any annual audits. COR for two large contracts totaling 16M annually (Largest two contracts on the base). Direct management of 38 contractors in Afghanistan and Iraq. Validated invoices and all documentation and correspondence with contractor. Conducted research and analysis on standing up an at sea UIC. TOA that was standardized and formalized totaled 24M at inception and was last valued at over 120M in assets. Worked with OPNAV manning and PERS 463 to establish a billet structure and identify the correct type of billets that would be needed to stand up the unit. Managed and established all tactical vehicles, small arms, night vision, Blue force Tracker and communications equipment to deploy in support of Operations in Iraq and Afghanistan. The mission sets were established to support CEXC, ACME, FMA and Crew platoons under the new detachment. Planned, scheduled and Led multiple missions to Iraq and Afghanistan to deliver and install critical IED exploitation lab systems enabling CEXC and ACME operations. Researched COTS equipment to be utilized by the technical support detachment platoons to carry out their missions. Worked with numerous contractors to mold COTS equipment to platoon requirements. Focal point for two seperate MILCON efforts for state side EOD platoons to conduct operations. These included a high bay for vehicle maintenance, Office space, Scif, conference rooms, eating area and shower and wash room area.
