He served as the lead systems engineer and technical program manager (TPM) for the F-16 Legacy systems developed and supplied to Lockheed until March of 2004. Mr. Williams served as the TPM responsible for the capture of the F/A-18E/F Multi-Year II Displays Program. Upon its award in March of 2004, Mr. Williams transitioned to the TPM role for program execution. Mr. Williams served as both the TPM and lead Systems Engineer
