• Supported the commercial project by leading license to operate (LTO) activities involving external stakeholders (e.g., legislative and regulatory policy makers, licensees, consultants, landowners, growers, local community, etc.). • Drafted, developed, and implemented the Business Unit’s holistic external stakeholder engagement plan for the major capital project, including political, regulatory, and community outreach. • Analyzed and identified legislative and regulatory issues that affect the Biofuels industry and provides leadership in developing and implementing policies and strategies regarding such issues; and informing the Business Unit’s leadership about such issues. • Negotiated, developed, structured and closed the commercial offer for technology licensing agreements. • Developed and implemented the Business Unit’s holistic external stakeholder engagement plan for the major capital project, including political, regulatory, and community outreach. • Prepared testimony, and other materials regarding legislation, regulations, and energy public policy issues.
