Daily Duties at Los Angeles County Registrar Recorder/County Clerk:

Responsible for standard management activities -- personnel evaluations, staffing requirements, interview panels, enforcement of policies (including writing a new one), and handling the occasional labor-relations issue. Responsible for overseeing the Implementation and modernization of Department's computer systems -- Election-related, Precinct–related and Office Automation. These included: • Supervising up to 75 people, including three supervising analysts. Also supervised Four Internal Services contract programmers supporting Election systems and three ISD contractors supporting Precincting systems. • Automated Ballot Layout and the upgrade from the old HP 3000 system to a newer model to support more users and more efficiently manage the application. • Ballot Conversion (Tally) – Migration from a “ballot conversion” from punch card to tape followed by a mainframe tally, to a punch card to secure PC LAN direct tally system. Evaluated alternative voting technology such as mark-sense, touch screen, and direct-recording devices prior to my departure. • Precincting Geographic Information Systems – Designed, implemented, and administered Geographic Information System network which replaced expensive RISC/6000-based system with more capable and cost efficient Windows-based network. • Election Night supervision of Ballot Conversions and Tally • Post-Election Update Supervision. • Supervising Recounts • Standardized department personal computer platforms on a Windows workstation and server environment (the first in Los Angeles County system). • Specified and coordinated implementation of remote workstations and data communications configuration/installation at field offices for integration into department WAN. • Extended GIS network to Montebello election materials supply center via "LA-Net" infrastructure • Supervised daily computer operations within department, including the Scheduling unit. • Responsible for supervision of technical services personnel and election-related automated systems. Planning and supervised implementation of upgrades to election-related systems.
