Daily Duties at Los Angeles County Office Of Emergency Management:

Recruited to integrate Windows-based Local Area network with Unix-based Emergency Management Information System and E-mail system in time for Y2K. Supervise vendor technicians and Internal Services contract programmers in support of Emergency Managemen systems and IT infrastructure. Prepare budget and cost estimates for proposed IT-related projects for Office of Emergency Management. Current project (temporarily on hold) is integration of tablet devices into operation as supplement for desktop computers, replacement of some notebook computers, and replacement of Blackberry devices with smart-phones for improved field operation capability. Responsible for special projects related to improving agency's ability to handle disaster recovery. This included network integration, designing, improving field operations, and improving in-house operations, primarily in the area of information technology. Responsible for the following Special Projects: • OEM Integrated Inventory Program. This automated the inventory for OEM equipment, replacing the manual “paper” inventory which was subject to version problems. Also added the capability of providing “service records” for vehicle and computer equipment. • AEOC Refit. This was a minor refitting of the AEOC communications equipment.. Also required coordinating with Satellite Vendor for service on equipment. • Operation Golden Phoenix. Technical consultation as to anticipated computer network impact from detonation of nuclear device at ground level. • Feasibility study – use of Facebook and/or Twitter for targeted emergency notification. Placed on hold as test implementation would run counter to CEO’s current policy on Facebook/Twitter. • Feasibility study – replacement alternatives for ESCN (Emergency Satellite Communications Network) for 88 cities. • Emergency Operations Center Open House. Responsible for Logistical planning and outfitting of IT Infrastructure for Local Assistance Centers opened under orders of the Board of Supervisors. This involves assessing locations, preparation of mapping and GIS services in the context of choosing the best site locations relative to the impacted area, arranging network connectivity. This led to investigating a completely free-standing communications infrastructure (EOC in a Box).
