Daily Duties at City Of Portsmouth:
Member of Executive Staff. Oversaw Administrative Bureau of 21 that included fiscal affairs, risk management, central records, taxi and wrecker inspections. Responsioble for departmental budget preparation and implementation, payroll and FLSA compliance, workers compensation, training programs. Developed method for calculating FLSA compliance within work cycle. Trained all fiscal affairs staff. Implemented review procedure so that all timesheets were seen by at least two sets of eyes. Went to roll call at all shift changes to explain calculation. Ensured consistent implementation for 250 sworn police officers. Over time this resolved a mis-trust of the way in which payroll was calculated as all pay scenarios could be replicated through a worksheet. Implemented budgetary controls which had been severely lacking previously. Re-organized the physical layout of the central records unit. Implemented a workers comp light duty policy that was consistently applied throughout the department. Made random drug test notifications.Made presentations to city manager about overtime needs based on staffing, beat coverage and time spent in other activities such as court, training, vacation, sick. Participated in weekly review of departmental policies - one to two policies were updated each week in this manner. Met with Taxi or Wrecker operators with questions or complaints about their treatment. Assisted with training officers on proper completion of tow reports.
