Daily Duties at City Of Chesapeake:
Key member of management team. Prepare operating ($20M) and capital budgets ($50M) and implement same. Meet with division heads throughout the fiscal year to ensure budgetary targets are met. Conduct project management and necessary reporting at conclusion of projects to other City departments such as Finance and Budget. Prepare for annual audit by preparing work papers to submit that cover activity of department for fiscal year. Draft financial statements for internal service fund and submit to Finance for inclusion in the City's Comprehensive Annual Financial Report. Perform procurement in accordance with city procedure and state laws. Maintain records for all open purchase orders for operating and capital projects. Process invoices through receipting process. Approve vouchers for payment. Prepare billing of departments in chargeback model for budget. These chargebacks represent the actual projected usage by each City department and outside agency for each IT division. Conduct training in project management, budgeting, human resources for groups of 8 to 60. Oversee Kronos time keeping software and all human resource functions within department such as open enrollment, discipline, new hires, terminations. REpresented the department in matters of finance and human resources - acted as liason with City departments such as Finance, Budget, Purchasing, Human Resources, Building Maintenance. Considered essential personnel in event of a disaster. Records rentention in accordance with state law. Was originally hired by City as the Accounts Payable Manager (June 07 - Nov 09) for almost a billion dollars annually in disbursements. Managed a staff of four reviewing and approving over 80K vouchers annually and performing check runs three times per week. Was subject matter expert in PeopleSoft Accounts Payable module. Was point person with Oracle for all issues accounts payable related. Oversaw and participated in testing and test script writing for all system upgrades. Participated in committee that wrote purchasing card policies and procedures prior to implementation and distribution of 500 cards. Reveiwed all p-card vouchers monthly. Reviewed all travel vouchers to ensure compliance with City policy. Responded to vendor inquiries. Established e-pay system for vendors. considered essential personnel in event of a disaster.
