Daily Duties at City Of Wilson:

Supervise staff of thirteen professional accountants and non-professional clerks. Organize operating ($315M) and capital budgets to include supervision of budget analysts, determination of budget schedule, contact with departments for updates in their functional areas, review of all budget documents, update for changes, review of final product(s), preparation of budget amendments as needed. Oversee preparation of financial statements and coordinate annual audit - review staff generated workpapers, draft financial statements, footnotes, research any reporting issues and compile comprehensive annual financial report in accordance with GFOA standards. Prepare internal control questionnaries and meet with auditors. Ensure grant funds are properly reported and drawn for $15M annually. Prepare reports for elected officials. Maintain system access and security for financial software system - SunGard. Oversee general accounting functions such as accounts payable, payroll, billing/collection of miscellaneous accounts receivable and business licenses, fixed assets, capital projects. Review all journal entries prior to their posting to the general ledger. Administer performance evaluation program and staff development. Conduct training in customer service inititative. Make updates/changes to financial system security. Conduct security audits to ensure access has not been extended to any unauthorized user. Update policies and procedures for Accounting division in all functional areas. Supervise the print shop and staff - ensure budget goals are met and jobs are delivered in a timely manner, respond to any issues. Act as backup for the business license office. Handle inquiries by phone or in person for individuals about the business licenses requirements and fees. Provide collection advice for business licenses, misc receivables, assessments, clearance of property. Ensure sufficient staff cross training is taking place to be able to effectively cover for absences. Responsible for proper accounting for self insurance fund.
