Daily Duties at Kluane First Nation:
provide assistance to Chief and Council with an internal organizational assessment, identify key organizational issues impacting the effectiveness of the organization, policy and systems analysis, assessment of staffing requirements and program and service delivery requirements Tasks: 1. Review the current organizational structure of the Kluane First Nation with regard to staffing requirements, wages/benefits if applicable, employee retention and recruitment opportunities; 2. Review the self identified efficiency and effectiveness of the organization as it relates to program and service delivery and implementation of self government and land claim initiatives/requirements as per agreements (high level, based on perception; no analytical review of the actual program delivery is part of this contract) 3. Specifically review the current role of a management team and make recommendations regarding a Terms of Reference for a more possible expanded version of team (review what is political and what is administrative) 4. Review the relationship between Council (political body) and the Administration with regard to the lines of communication; direction given, received, acted upon, reported back and recorded (the “information/action” loop) as perceived by management team and Council (where possible). 5. Provide an assessment and recommendations to Council regarding a. Current situation b. Possible changes to the administrative structure and operational requirements to better reflect the needs of the First Nation and take advantage of existing strengths. 6. Meet with Council to review this paper and discuss further action June 14, 2012 Process Used: 1. Review the major guiding documents including: The KFN Constitution, Acts that have been approved by the KFN GA, including The KFN Self Government Act, the KFN Elections Act, The KFN Goods and Services Act and the KFN Income Tax Act; as well as existing policies: Chief and Council Governance Policy, Contracting Policy, Archives Policy, Elder’s Policy, the Finance Policy, 2011 Strategic Plan Document, Board and Committee Process, Constitution Committee TOR, Self Government Transfer Agreement Information Sheet and the Employee Policy Manual. Review workplans and budgets as required. 2. Conduct interviews with the key management players within KFN (in person). Interviews were conducted with all of the directors (minus Governance), one manager, and two employees who self selected to be interviewed. Multiple meetings with the Chief and one Councilor; email response from Deputy Chief to specific queries. Needed to lead clients through the implementation strategy development to ensure a shared vision and implementing new and improved organizational structure is in place, provide interim management, and advisory services in key executive areas,The project was measured by Council adoption of the report as what they had expected. We were successful because we hired the new ED, and implemented the recommendations from the report.
