Daily Duties at Shaw E&I:
• Managed > 60 compliance and remediation of soil and groundwater State and privately funded petroleum and chlorinated solvent contaminated projects under strict Florida Department of Environmental Protection (FDEP) and local program regulations • Successfully maintained accountability of monthly financial tracking and project analysis of >4M annually for a petroleum program that generates >9M to the Florida District • Negotiated engineering contracts and Site Rehabilitation Funding Allocation Agreements (SRFA) with the FDEP saving and reducing clients obligated percentage portion as the Responsible Party (RP) to remediate impacted properties; thereby increasing office revenue >1M • Developed technical proposals, subcontractor work authorizations, invoicing, purchase order requisitions, financials, profit and loss, accruals, forecasting all in compliance with Sarbanes-Oxley proper accounting practices with direct project margins between respective 17-23% targets • Directed the technical development and authoring of >400 various engineering documents involving Spill Prevention Control and Countermeasure Plans (SPCC), Storm Water Pollution Prevention Plans (SWPPP), environmental assessments, and Remedial Action Plans (RAP) in conformance with the requirements of strict federal, state, and local program regulations with regulatory approval; creating client satisfaction by saving tens of thousands of dollars • Increased staff utilization and production by managing and mentoring 12 professional and technical staff members including resource planning/allocation • Provided senior technical reviews and evaluations, as well as the recruitment of new employees • Conducted technical presentations to respective clients generating >2.75M in new project revenue • Communicated effectively with the engineering staff during planning, and design as well as all other aspects of remediation including assessments, pilot testing (air sparge/soil vapor extraction [AS/SVE], bioremediation, pump and treat), system design, construction drawing preparation and permitting, system installation, startup, operations and maintenance (O&M), and site closure • Designed and implemented source removal plans in conjunction with other remedial techniques, including dewatering systems for remediation during underground storage tank (UST) upgrades by preparing cost share proposals approved for State funding of >500K from the FDEP; thereby increasing office revenue • Prepared all National Pollution Discharge Elimination Systems (NPDES) and State Water Use permits, as well as all applicable city/county and local program jurisdiction permits for discharging groundwater with strict sampling protocols, from dewatering activities during construction and underground storage tank installations and upgrades • Developed and directed procedures and protocols that became Standard Operating Procedures in 4 other Florida Shaw offices for UST removal and remediation. The success created client customer service and it enhanced the industry standards in the petroleum and regulatory community in South Florida • Conducted the investigations and technical preparation of Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) guided Remedial Investigation/Feasibility Studies (RI/FS) for hazardous substances and unexploded ordnance (UXO) at Plum Tree Island National Wildlife Refuge and under the Military Munitions Response Program (MMRP) • Collaborated with vested stakeholders, such as EPA, United States Army Corp of Engineers (USACE), Maryland Dept. of Natural Resource, and the local community towards a 15 year proposed plan implementing institutional controls at Plum Tree Island upon approval of RI/FS • Prepared and submitted Work Plans and Accident Prevention/Site Safety and Health Plans (APP/SSHP) to the USACE for approval prior to remedial field efforts at Fort Belvoir that included soil, surface, stream, and groundwater sampling • Research and proposal coauthoring for developmental capture team compiled for the 2011 USACE Baltimore Environmental Hazardous, Toxic and Radiological Waste (HTRW) contract solicitation; awarded as incumbent in 2012
