Daily Duties at Naval Sea Systems Command (Navsea):
•Administered Nuclear Shipyard training and workforce development processes and procedures, affecting 23,000 employees across 4 US locations. •Direct oversight of a $3M annual overhead training budget to standardize instructional delivery and updates, full cycle training plans and materials to include a Learning Management System, a web-based SharePortal of training materials and references, and calendar of upcoming training events and opportunities across all Naval Shipyards. •Developed the first of its kind Naval Shipyard training standardization model, overseeing the creation of the Naval Shipyard Training and Education Plan (NSTEP) instruction. •Ensured adherence to the NSTEP instruction across the four nuclear Shipyards through formal on-site inspection. •Established the NAVSEA Central Design Group, installing Instructional System Design processes for all corporate training development and delivery models. •Supervised 12 direct reports, from Shipyard Training Council chairs to Shipyard university heads, providing leadership as required ensuring training standardization was supported at the senior management levels across the enterprise. •Served as the National Value Stream Champion for Naval Shipyard training standardization processes and procedures. •Direct oversight of hands-on training models for Training the Trainer instruction and references across each of the four Naval Shipyards. •Established the NAVSEA Training Library; a resource for training materials, references, video, recorded web-based training sessions, presentations and downloadable instructions in PDF format, and links to external training offerings outside the enterprise. •Established standardized training certification requirements for all Nuclear Shipyards in accordance with NAVSEA and OSHA instruction, implementing automated weekly reporting procedures direct to command officers. •Served as the Contract Oversight Representative for contracted support of standardized training efforts across the four Nuclear Shipyards and NAVSEA enterprise. •Utilizing contract support developed the initial Learning Center Management System (LCMS) which provided a repository of training materials and references for Shipyard instructors. •Developed Plan of Actions and Milestones (POA&M) for training certification requirements, reporting directly to senior leaders at NAVSEA and the Shipyards on expected timelines and deliverables.
