Daily Duties at Usmc Mcnosc:
• Identifies and develops courses of action to increase efficiency within the finance department. Coordinates the implementation of suggested changes with appropriate team members and/or departments. • Trains current employees and new hires through the use of one on one training to increase their proficiencies and knowledge related to the operations and maintenance budgets, daily duties, advanced Excel functions, and other aspects of financial management. • Ability to read, interpret and implement guidance from the Financial Management Regulation (FMR), Government Accountability Office (GAO), Office of Management and Budget (OMB) and Office of Secretary of Defense (OSD). • Monitors, identifies, resolves execution issues for MCNOSC’s Operation and Maintenance budget ($50M); resulting in more efficient use of the command’s financial resources and allowing for additional requirements to be funded. • Reviews Purchase Action Requests (PARs) for proper documentation while ensuring correct use of appropriated funds for Purpose, Time, and Amount (PTA). • Provides daily updates in regards to MCNOSCs financial health and status of funds to the financial manager to enable them to make accurate and informed decisions. This allows for MCNOSCs mission to be more streamlined and ensuring requirements and projects can proceed with available funding. This also allows the Financial Manager to make more informed decisions and ultimately more efficient use of taxpayer money. • Communicates financial discrepancies, issues, or potential shortfalls to the financial manager to enable them to plan for contingencies and stay well informed. • Managed MIPR acceptance from other agencies (Other Customer Funds), providing visibility and ensuring proper allocation and obligation of funds. In doing so, ensure all Economy Act Order and Project Order guidelines and procedures are adhered to. • Creates, reviews, and assigns lines of accounting (LOA) to funding documents (2276, 2275, MIPRs) via PRBuilder (the commitment system) based on the requirements of the organization and appropriation law. • Maintains accurate and reliable source documentation in accordance with DoN/Marine Corps policies to ensure the command is audit compliant and has all their source documentation readily available for internal or external inspections. • Creates, maintains, and updates spreadsheets to track the Operation and Maintenance budget by its individual components – Travel, GCPC, Training, Contracts, DSSC, Labor, and Maintenance efforts. • Research and resolves all abnormal conditions in a timely manner and reconciles all accounts daily to ensure accuracy with SABRS and all source documentations.
