Daily Duties at 24th Judicial District Court:
• Served as the administrative officer responsible for providing administrative support of the general jurisdiction court comprised of 16 judges, 64 employees and a $16m operating budget • Directed, supervised, managed, planned, and organized administrative functions and activities, including budgeting, accounting, payroll, procurement, human resources, records management, court calendars, operations, automation and technology • Conducted analytical studies and evaluations and prepared requisite written reports in areas such as caseload, budgeting & finance, staffing, operations, facilities, policies & procedures; conducted confidential investigations and studies, prepared reports that contained findings, and presented them to the chief judge and executive committee • Monitored the effectiveness and results of court operations • Provided reliable interpretation and guidance regarding the local rules of court, policies, procedures, and practices • Developed, implemented, managed, monitored, and reported program plans and the attainment of goals and objectives • Managed staff, directly and through subordinate managers and supervisors, including the selection, training, evaluation and discipline of non-judicial staff • Served as a liaison with the Supreme Court, committees of the Legislature, local and state bar associations, the news media, state, parish, and city officials • Directed, developed, negotiated, presented, implemented and managed the court’s $25m line-item program budget. • Writing budget narratives and justifications, developing performance standards, projecting revenues, and justifying, explaining, and presenting the court’s proposed budget (to the Board). • Recommended budget adjustments; conducted cost/benefit analyses; and acquired and managed grant-funds • Recruited, selected, appointed, evaluated, and counseled staff; conducted disciplinary actions and managed employee grievances. Conducted personnel administration functions such as conducting position reclassification studies, staff reorganizations, recommending staffing levels, defining position duties and responsibilities, creating training and staff development programs, and performing payroll and benefit duties; developed personnel policies and procedures; and prepared requisite documentation and paperwork • Directed and oversaw the delivery of automation services. • Developed goals and objectives that integrated organizational objectives; established, revised, and reviewed policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment. • Promoted team building. Implemented quality improvements in response to concerns with regulatory compliance and/or customer requirements. • Exercised supervisory personnel management responsibilities. • Advised staff regarding policies, procedures, and directives of higher level management. • Selected and recommended candidates for positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. • Drafted, negotiated, executed, and managed contracts • Served as secretariat to executive committee bodies • Formulated department policies and planned and directed their implementation. • Planned, coordinated and oversaw capital projects and facilities, including acquiring and upgrading office space; assessing and recommending space needs; planning and coordinating staff relocations; providing for equipment maintenance and repair; and coordinating facility maintenance and security.
