Daily Duties at Kellogg Brown & Root (Kbr):
LOGCAP — the Logistics Civil Augmentation Program — is an initiative established by the U.S. Army in 1985 to use civilian contractors in wartime and other contingencies. The contract covers everything from fixing trucks to warehousing ammunition to doing the laundry, running mess halls and building whole bases abroad. The Howard Government supported the disarmament of Iraq during the Iraq disarmament crisis at a cost of $495 million in the base wage and personnel costs for Australian Defense Force troops deployed in Iraq. Australia later provided one of the four most substantial combat force contingents (2000 troops) during the 2003 invasion of Iraq but without the luxury of a LOGCAP-type support contractor. Although the concept was known, the finer details were required in order for the general staffs to make the decision on having its own support contract for future events. As the principle Capture Manager with a history of supporting LOGCAP proposal efforts for the provision of maintenance and logistics support, I was invited to brief the Australian military general staff at its headquarters in Melbourne and Canberra regarding the use of contractors to provide such services in wartime conditions. Once briefings were completed, reaching an informed decision was made possible. In 2004, a contract for LOGCAP-like field support was awarded I visited Middle East (Dubai, Bahrain, Kuwait and Qatar) to seek business opportunities for the Canberra office. I also provided operational analysis and planning for contract bidding activities in the Solomon Islands to support the Australian Police Force in attempts to quell violent civil unrest. I also made numerous visits to Guam in support of the KBR US office when it supplied a bid for the Guam Base Support Services contract.
