• Responsible for developing the Governor’s Executive Budget Recommendation for the Department of Environmental Protection ($2.9 billion) budget. Recommended cost containment options that promote sound fiscal management practices. • Monitored department fiscal controls, revenues, expenditures, and proposed appropriation adjustments for conformity with executive and legislative intent. Prepare certified forward and start-up processes through fiscal reports and the state accounting system. • Prepared substantive analysis on policy and program issues that have fiscal implications. Prepared analysis of fiscal bills as they proceed through the legislative appropriations process. • Managed and researched water and beach project lists via the CBIRs for the unit. • Performed special studies, by defining the problem, issue or policy, developing the design of the project, developed the data collection method, prepared the analysis, prepared recommendations and presented to management. • Interacted daily with the state budget director, department executives, house and senate and fiscal agencies on issues impacting the budget. Attended legislative hearings and represented state budget director as appropriate.
